About us
Tom and Nancy Shanley wanted to go into business for themselves. Tom was an accountant and Nancy was in marketing. Ah, a perfect formula for a new business! So, they started an online gift store. With increasing competition from department and dollar stores, they needed to branch out with items that could help them stand out.
Nancy thought of wedding favors. The search for wedding products led to various wedding suppliers, many featuring balloons and balloon decorating. Now there was something you couldn’t get at a dollar store, and it sure looked like fun!
After a year or so of training, a few popped balloons, some helium, and a lot heart, Bling the Party was born. Nancy and Tom enjoy working together to make every event and balloon delivery a memorable day.
Bringing Bling to the Hudson Valley, NY
Tom and Nancy design decorations and bouquets for their customers in the Hudson Valley New York. Hudson Valley weddings and other events are our specialty. Balloon bouquets are generally delivered in Ulster, Orange and Dutchess Counties, New York.

Tom Shanley, CBA
An accountant by trade, Tom found balloon decorating both challenging and fun. Tom brings his love of poker, football, baseball and balloons to his balloon bouquet and décor designs that any guy is sure to appreciate.
Nancy Shanley, CBA
Nancy loved planning her wedding, and all kinds of parties, in fact. She’s ready to help other brides or birthday girls enjoy their special day even more. Nancy creates elegant and fun designs for weddings, birthdays, bridal and baby showers any girl would love.
Together, Tom and Nancy bring fun, excitement and professionalism to their business of balloon decorating, balloon bouquet deliveries, and custom candy favors. Both received their Certified Balloon Artist designation in 2009.
What is a Certified Balloon Artist (CBA)?
Kind of like a master’s degree in balloon art. CBAs study balloon design and techniques and business ideas. Then, they test their skills with written tests and a live, timed, practical exam. Basically, being CBAs means we studied, we learned, and we proved that we love creating with balloons!
What is the Qualatex Balloon Network (QBN)?
Quality balloons make a difference in décor and bouquets. They look better and last longer. QBN members use only quality, long-lasting balloons in all décor pieces and bouquets. Bling the Party joined the QBN in 2008. The QBN helps Bling the Party stay on top of the latest ideas and designs that can make your event a day or night to remember.
